In this oral history, Bill Morley reflects on his career in the SEC’s Division of Corporation Finance from 1969 to 1999, most of which was in the division’s Office of Chief Counsel. He discusses his role in modernizing disclosure and interpretive practices, making no-action and interpretive letters public and publishing the division’s “telephone interpretations” manual to increase transparency and access to regulatory guidance.
