Part I – Kit Taylor discusses the beginning of his career at the Federal Reserve Board where he was involved with addressing the 1970s New York City financial crisis and his move to the Municipal Securities Rulemaking Board as its executive director in 1978 a role he served in until 2007.
Part II – Mr. Taylor continues his discussion of the evolution of municipal securities regulation, focusing on the adoption of Rule 15c2-12 and efforts to increase transparency and standardization in the municipal bond market. He also discusses working with the SEC and the limitations of the MSRB’s regulatory authority.
