In this oral history, David M. Becker discusses his time as SEC deputy general counsel from 1998 to 2000 and as SEC general counsel from 2000 to 2002 and from 2009 to 2011. He reflects on a range of issues including auditor independence, the SEC’s response to the September 11, 2001 attacks, changes in the enforcement program and implementing the provisions of the Dodd-Frank Wall Street Reform and Consumer Protection Act.
