In this oral history, Richard Phillips discusses his SEC service from 1960 to 1968 where he served in the Office of the General Counsel and as legal assistant to Commissioner Manny Cohen for two of those years. He also discusses working with Commissioner Frank Wheat and the beginning of work on what came to be known as the Wheat Report.
