With heavy hearts, we announce the passing of Lee Pickard, co-founder and partner emeritus of Pickard Djinis and Pisarri. Until his retirement in 2022, Lee advised financial services firms on a range of issues, including those involving market structure, financial responsibility rules, soft dollars and investment company regulatory reform. He was a frequent lecturer and author on securities law and regulation and other matters affecting the securities industry.
Earlier in his career, Lee served as the Director of the Division of Trading and Markets at the SEC. In this capacity, he formulated legislative proposals that led to the Securities Acts Amendments of 1975, the most comprehensive revision of the Securities Exchange Act of 1934 since its passage. Among the important issues Lee addressed during his tenure at the SEC were the deregulation of fixed-commission rates on exchanges, the revamping of financial responsibility rules for broker-dealers and stock exchanges and the development of a central securities depository.
Lee received his L.L.B. from Harvard Law School and his A.B. from Colgate University and he remained a proud supporter of both institutions.
Lee’s deep understanding of the securities laws, his commitment to excellence and his devotion to clients have left an indelible mark on this firm. We will miss him greatly.
